Job Description:


Our client is a listed mining company with an exciting opportunity for a Procurement Manager position to be accountable for the leadership of the Project’s Procurement, Purchasing and Contract Management functions. The role will work closely with both the Project’s operational leadership team and Company Finance & Commercial team. The main purpose of the role is to ensure goods and services required for the effective operation of the Project are sourced in a manner that maximises value, mitigates risk, meets group procurement standards, and aligns to the strategic objectives of the Company. This role reports directly into the GM – Commercial & Finance and indirectly to GM Operations.


 


Responsibilities:


  • Strategic Sourcing: Develop and implement annual procurement plans for Company’s Ghanian activities that align with the strategic objectives of the business.
  • Identify and implement initiatives to deliver reduced cost or increase value delivery to the business.
  • Assist in the development of the Project life of mine procurement plans.
  • Supplier Management: Build and maintain strong relationships with key supplier networks.
  • Conduct regular performance reviews of suppliers and key contracts to ensure compliance with contractual agreements.
  • Lead negotiations and discussions with suppliers relating to issues and disputes in a prompt and professional manner.
  • Ensure all suppliers are screened, evaluated, and onboarded in accordance with Company requirements.
  • Procurement Activities: Oversee all procurement activities for Company’s Ghanaian activities from preparation of tenders through to contract award.
  • Implement procurement practices and supplier evaluations designed to maximise business value and mitigate operational and commercial risks.
  • Ensure all procurement activities are conducted in accordance with all relevant laws, regulations, and company requirements.
  • Contract Management: Negotiate and draft contracts, variations, and formal contract correspondence with suppliers.
  • Monitor contractor performance and ensure compliance with contract performance measures and obligations.
  • Ensure any contract non-performance is addressed and actions implemented to rectify.
  • Ensure contract performance review meetings are conducted in accordance with contract requirements.
  • Purchasing Activities: Develop and implement purchasing procedures to drive compliance with Company procurement and purchasing requirements including utilising approved suppliers, obtaining competitive market quotes, and aligning purchasing terms with existing contracts.
  • Manage processes relating to the receipt of Purchase Requisitions, obtaining supplier quotations, and issuing supplier Purchase Orders.
  • Risk Management: Maintain a contracts and commercial risk register that captures all material contract and supply chain risks and identify and implement strategies to mitigate risks.
  • Ensure all procurement and contract management activities consider and address relevant operational and supply risks.
  • Procurement and Purchasing Compliance: Prepare and submit Local Content and Participation plans and regular reports in compliance with Ghanaian regulations.
  • Implement regular monitoring activities to review ongoing compliance with Company, and regulatory requirements.
  • Procurement, Contract Management and Purchasing Data: Maintain supplier, contractor, procurement and purchasing data.
  • Team Management: Supervise, manage, and develop the Ghanaian Procurement, Purchasing and Contract Management team.


 


Requirements: Qualification and Skill


  • Ghanaian residency and citizenship; Fluency in English and the ability to speak Akan or Fante.
  • A University degree in a relevant field, including but not limited to, Supply Chains and Procurement, Commerce, Commercial Law, or Engineering.
  • Post-Graduate qualifications relating to Supply Chain, Contract Management and Procurement such as CIPS (Chartered Institute of Procurement & Supply), or equivalent.
  • 10+ years’ experience in a Contract Management and Procurement role within the mining and resources industry.
  • 5+ years in a management level role.
  • Demonstrated experience developing and leading procurement teams.
  • Experience in the development and execution of annual operational procurement strategies.
  • Experience leading tendering and procurement activities and providing commercial management on large-scale contracts.
  • An understanding of Ghanaian commercial law practices and principles.
  • A strong understanding of Ghanaian Local Content Regulations and requirements.
  • Strong skills in Microsoft Excel, Word, and PowerPoint.
  • Strong data visualisation skills and an ability to convey commercial metrics and concepts to non-financial stakeholders.

  • A team player who communicates, interacts, and engages well with stakeholders across the business
